Respond to The Institute for Healthcare Improvement's triple aim framework is designed to achieve value-based outcomes by balancing three outcomes: population health, patient outcomes or experiences, and per capita cost (Magnuson & Dixon, 2020, p. 65). Population health expansion is often limited by budget restraints related to value-based care contracts, forcing healthcare systems to risk stratify their patients to best allocate the resources they have (Magnuson & Dixon, 2020, p. 65). This can be problematic because some healthcare systems may find that they are providing these population health-based services to only those in value-based care contracts, which while they are growing in many healthcare systems, they aren't with all payers. A healthcare system may find themselves looking at a patient's insurance to determine the services that the patient may "qualify" for within their system, which isn't always doing what is best for the patient. It tends to create haves and have nots when it comes to the interventions. However, on a positive note, providing these population health interventions that increase positive patient outcomes in both health and experience and decrease the cost of care, will allow healthcare systems to expand these interventions and services outside of their value-based contracts eventually,
