Pillar (2016) points to a history of Iranian subjection to deterrence as opposed to an alarmist view not rooted in historical textbooks. Nonetheless, if the American public is concerned with the lack of accountability from Iran regarding its nuclear program, then American public opinion will drive the sanctions on Iran. Pillar (2016) claims that Americans need a villain they see as morally evil to drive policy while maintaining the view that Americans are peaceful and not the aggressors. All-out war is not in anyone's national interest at this time. While the US president has the ability to request permission to go to war from Congress, the US president has not used a blunt request since World War 2. The methods that the US public has chosen have been economic sanctions; nevertheless, we have not seen total transparency from Iran. Based on Pillar's discussion, Iran has yet to see the specific steps of relief from sanctions from the United Nations Security Council (Pillar, 2016).

Demonstrative terrorism is more focused on gaining supporters than coercion. The goal of demonstrative terrorism is not necessarily to hurt or kill people. Hijacking and bombings might be announced in advance in order to draw attention rather than harm people. Groups like the Orange volunteers and the National Liberation Army have been known to use demonstrative terrorism. Destructive terrorism is used when real harm is intended, including the destruction of property and death. This method of terrorism may cause a loss of sympathy among the wider "audience". Destructive terrorism potentially sacrifices supporters in favor of coercing opponents.
