Regarding the readings from this week and last, you read about Public Service Motivation (PSM) and Management By Objectives (MBO) and how they are applied within an organizational setting with some suggestions about the public sector. Effective communication might not exist within a criminal justice setting. Your task as a doctoral student in almost every course is to identify the concept, know what the literature says about it, and how the research is applied in a practical setting. You will do just that for this assignment.
Imagine that you are a high-ranking official in a large metropolitan police department (major or commander) in a major crime's detective unit. By way of refugee assistance programs, you have experienced an increase in police contacts with the Muslim community. Your federal counterparts in the area believe that terrorist cells may be forming, and that intelligence is at a premium. They are asking you to dedicate at least three detectives to a new Joint Terrorism Task Force (JTTF) that they are forming.
Because many of these refugees have been granted asylum, they are legally distinct and set apart from the immigration debate in our country. Furthermore, your department has spent a great deal of time developing a sense of trust with the Muslim community. The announcement of your department joining with federal authorities to quite possibly surveil community members may signal to them that your feelings and previous understandings have changed. On the contrary, they have not. However, you and your department understand the need for intelligence and public safety. Your city is scheduled to host the Super Bowl in two years. While the dedication of three Detectives would require significant capital and financial resources from the Department, a missed opportunity in this regard may prove catastrophic.
Word of the potential JTTF has spread to all corners of the community and local leaders are calling for a town hall meeting to discuss the impact, if any, on the city, Police Department, the federal government, and the community at large. For every partnership to function effectively, each entity (police, citizen, elected official, social service stakeholders, etc.) must communicate with similar understandings. You believe that you can unite everyone on common ground through a presentation framed using Public Service Motivation (PSM) or Management by Objectives (MBO). If you could get these entities together, what would you tell them and how would you communicate to them that participation in the JTTF is a positive thing?
Assignment Instructions:
In this week, you will create a PowerPoint Presentation to share with the organizational leaders of these entities highlighting your proposal to improve communication among them to facilitate the creation and assistance of the JTTF in your area. Include the following in your presentation:
- Explain how your department's involvement will enhance organizational communication between entities.
- Evaluate how your strategy will be applied in the public setting among these entities with seemingly different interests.
- Summarize strategies using MBO (or PSM if you so choose) to overcome barriers to communication within entities and across entities.
- Conclude with how you will encourage the following for the JTTF: 1) have "buy in" among community members; 2) become accountable and receive criticism from community members and Department subordinates; 3) respect the agency's authority and role in the community to uphold the Constitution; and, 4) promise that Department subordinates will also have "buy in" that will be projected and assessed over time.
Length: 10 to 15 slides with summarized points and additional but brief talking points in the notes section.
