"Procurement of the construction product as in the UK developed from the 16th & 17th centuries, where clients organised craftsman & labourers through a "master craftsman", to the "master builder" (Cubiti et al circa 1850) in the early nineteenth century. This socio/political & cultural development has had significant effect on the present UK procurement systems. However for all the signification of procurement systems the UK remains as the least efficient (half as good as the best) in Europe. Procurement systems have changed enormously, due to changes in concept on risk apportionment, economic costs & in the UK due to Government led reports & initiatives e.g. Egan report & PFI initiative. However surprisingly; efficiency has not improved.
Perhaps the UK must examine the procurement systems of other counties to see if they have anything to tell us!"
