Case Study:

A general contractor is developing a proposal for the construction of a medical clinic. Since the contract will be executed prior to the completion of the design, the contract will be negotiated on a cost-plus fixed-fee basis with a guaranteed maximum price. There is a significant site work required for the project, and the contractor has decided to ask five subcontractors for quotations for site work bid package.

The contractor estimator received the five quotations and upon review determined that the preferred subcontractor did not submit the lowest price. The estimator then contacted the preferred site work subcontractor, told them that their price was 10 percent higher than the lowest quotation received, and asked the subcontractor if they would like to lower their price by 10 percent in order to receive the contract.

The estimator has the first dilemma. The estimator has violated the fair process by contacting them and briefing them that their price is higher.Does he allow other subcontractors to resubmit their proposals or does he continue with providing an unfair advantage to a particular subcontractor out of personal bias.

The subcontractor at the company who has been contacted by the estimator faces the second dilemma. The subcontractor has two dilemmas. Does he use the information and re-submit proposal with reduce price and win it? (Unfair process) Or does he ignore the information and risk losing the contract? Which is not beneficial for the company.

I have I, II, III, IV complete. However my professor is expecting 900 to 1200 words on this case study so as much detail as possible would be greatly appreciated. Under V, VI, VII and VIII are the descriptions she put to guide us in what she is looking for under those sections. Any help or added information would be a huge help as I have a genral answer to those sections but cannot seem to fill in 900 to 1200 words worth.
