Overview

The International Literacy Association's positron statement, 'Children's Rights to Excellent Literacy Instruction addresses the need for excellent literacy instruction for children worldwide. It is based upon the 10 principles in ILA's Children s Rights to Read campaign which focus is 'ensuring every child. everywhere, has access to education, opportunities. and resources needed to read' (ILA, 2019). The Literacy Position Statement assignment is designed to assist candidates in developing a philosophy of literacy instruction. Candidates will develop a position statement articulating their understanding of literacy and the importance of ensuring that all children are afforded the opportunity to learn how to read Candidates will need to synthesize theory, research, and best practice from course readings, activities, and experiences into a cohesive philosophy.

Learning Outcomes

• Develop a working knowledge of essential understandings, informed by theory, research, and policy, about language and literacy development, cultural influences, and social contexts in schools.

• Apply the knowledge gained about language, literacy, and culture to develop a research-based orientation to literacy and its teaching in K-12 settings.

• Explore critical issues pertaining to the ways in which language, culture (and society) transact with literacy development in today's diver. classrooms.

Directions Use the following guidelines to develop the three sections of the position statement.

1. The Status of Teaching Literacy Using multiple, relevant sources from the course readings. review and synthesize data. theories, and policy on the current status of teaching literacy instruction The statement should demonstrate an understanding of the approaches to teaching literacy on a national and state level through the incorporation of data and theories to explain the current status.

2. The Cultural and Social Contexts of Literacy Instruction Identify best practices in literacy instruction for diverse students as well as instructional settings that foster literacy development for diverse students The statement should demonstrate an understanding of the differences in home and community values and practices among cultural groups. It should identify ways to model literacy and foster motivation through collaborative parent relationships.

3. Addressing Literacy Needs of All Children Identify the specific challenges teachers are faced with in addressing the literacy needs of all children Be sure to articulate the RTI initiative and identify effective strategies in helping struggling readers. This should identify factors associated with at-risk students and students with disabilities as well as key provisions of federal law affecting the education of students identified for special education services.
