QUESTION: some steps involved in generating and reviewing of the specifications and requirements that included developing requirements, reviewing requirements, inputs from customers, roles and responsibilities, etc. However, if I want to add some to the discussion topic, I will reference to procurement that can also be evaluated versus two variables: how well outlined are the requirements and specifications, and how well outlined are the methods of acquiring them. Accordingly, there are different risks may be associated with these variables, which are required to be evaluated and defined early in the process of procurement.
Eventually, coping with risks linked with ill-defined requirements and specifications in a procurement process is a challenging task of every project/procurement manager. In dealing with this issue, a work breakdown structure that contains the components of work that may be resourced externally is necessary in the process of generating and reviewing the requirements and specifications.
A WBS task matrix by determining the engagement of each skill type in the process of developing the specifications as well as delivery of each requirement and /or specification at a given level of breakdown reduce those risks associated with ill-defined specifications for a procurement (PMI, 2013: pp. 105-139).
