Carolinium justified the HCHA on conservationist and health grounds. The evidence for any health hazard from horse meat is limited to a few scattered cases of botulism. The Carolinium ban effectively terminated all dog food exports from Giles Run. In response, Giles Run called for the creation of a GATT panel to consider the HCHA violation of GATT.
