The Constitution ignored a crucial matter: Who votes and how. Therefore:
i. Describe what the constitution says about the matter in the "time, place, and manner" clause.
ii. Consider the role of constitutional amendments in the voting process. How many are about expanding the vote? Does this add up to a history of great reforms? Or is it a slow expansion of the vote to different groups?
iii. Do recent attempts to restrict voting access violate the amendments discussed above?
