The Operational Concept Document (OCD) is used to:
a. Describe the characteristics of the Mission System and Support System from an operational perspective;
b. Facilitate an understanding of the overall system goals for both the Mission System and Support System;
c. Detail missions and scenarios associated with operations and support of both of the Mission System and Support System; and
d. Provide a reference for determining ‘fitness for purpose'.
The Contractor and the Commonwealth rely on the OCD as the basis for common understandings by all stakeholders, including warfighters (end-users) and system developers. It can be viewed as a translation vehicle between the various specialty domains of the stakeholders.
