3. Anthrax Describe the capability, intent, vulnerability, and consequence of a terrorist using the agent you selected in an attack. For example, do terrorist organizations have the capability to produce and deliver a weapon with the agent you selected? Would there be a desire for terrorists to use this biological agent? Would using a biological weapon with the agent you selected produce the intended effects?
