As an international consultant in Health Planning, you have been assignment by the Government of Australia to review the Malawi's Health Sector Strategic Plan (HSSP) II 2017-2022 and develop an ideal health sector plan. Muteu is a developing country and heavily depends on external funding for healthcare financing. The Government of Australia has agreed to provide technical and financial support for developing a revised Malawi's Health Sector Plan II 2017-2022 as a basis for developing an evaluation plan.
The first part of your assignment in this role is to critically review the Malawi's HSSP II (see the document as provided) and write an ideal health sector plan as a ba sis for evaluation plan. Based on your Terms of Reference for your contract as an external consultant with the Australian Government, your revised Health Sector Plan should address the following;
1. Identify a framework for reviewing and revising the Malawi's Health Sector Plan. For example, you can choose population's health, health services, strategic or institutional planning frameworks. Justify why you are using your selected framework by explaining how Malawi needs to address the health planning values in its current health sector plan form the perspective of your chosen planning framework.
2. Establish the planning context: Using a SWOT analysis tool, analyse the Malawi's planning context, identify three major health system capacity concerns (weaknesses) and discuss their implications on the implementation and evaluation of the current HSSP. Also discuss how these might be addressed. Use a SWOT analysis matrix to summarize the factors that define the Malawi's health planning context. Discuss your SWOT analysis emphasizing on the potential implications of the three main health system weaknesses and how they might be addressed.
3. Based on the demographic information for Malawi, identity what should be the main health priority issue that the current Health Sector Plan should be addressing? Provide evidence and rationale for your recommendations in this regard i.e. use a priority setting set of criteria as a basis for your decision (selection).
4. Using a tree analysis or problem analysis tool or decision analysis, or mind mapping tool, identify the immediate and underlying causes of the priority health issue you have identified under task 2.
5. Based on your problem analysis, develop the overall goal for the ideal Health Sector Plan for Malawi plan? The overall goal should follow the SMART principles in developing goals and objectives. Again, based on your problem analysis, use a flip method to develop three (3) SMART objectives and three (3) strategies that need to be implemented for each objective. You may need to use a table and text to explain the table for this section.
6. Present a stakeholder analysis matrix of at least 5 key stakeholders who will be relevant for the Ministry of Health in Malawi to engage with in order to successfully implement the ideal plan. The relevance of the stakeholders should be based on your priority health issue, objectives and strategies.
7. Conclusion: Finally, advise the Australian government, what sort of support is needed to strengthen the capacity of the Malawi's health system to successfully implement and monitor the ideal health sector plan. You may need to draw on SWOT analysis for this section and relate that to the rest of your findings.

- Briefly, describe the basis or background of this revised plan, for example, answer the question why you are reviewing and revising the Malawi's Health sector plan
- Present and explain the framework which you are using for reviewing and revising the Malawi's HSSP.
- Provide a justification why countries and indeed Malawi should adopt that framework for health planning.
- Provide the structure of your plan
The body
Present and discuss your key findings using subtitles that reflect that you have addressed all the above tasks.
Conclusion
Drawing on your main findings for each task, provide a summary of your key messages and recommendations to the Australian government.
