The Constitution in 1787 did not seriously address civil liberties. How did the Constitution acquire the many civil liberties we enjoy today? What consequences have the expansion of civil liberties had for the balance of power in the American political system, and for the protections offered by the Bill of Rights? Choose one of the civil liberties listed in the Bill of Rights and briefly describe how the Supreme Court's interpretation of its meaning has changed over time.
