Problem

Miller argues that one way we can empirically discover values within a technological artifact is by examining its functions and the material features of the artifact that are required to perform those functions. For example, as Miller argues, we can find the value of "safety" in a danger sign: the sign's function is to warn people about some danger and the sign is constructed in such a way as to facilitate this function efficiently (reflective materials, shape of the sign, writing, etc.).

While Miller's argument is primarily about artifacts (i.e. physical objects), could this view have broader implications for theories that view technology in more expansive terms (ex. Technology as Media, Actor-Network Theory)? Why or why not?
