Could colonies be because i had a low concentration of dna

Problem

For blue-white screening I performed, I only had white colonies (indicating all the plasmids taken up contained a foreign DNA insert). However, there were only 11 colonies. Could this be because I had a low concentration of DNA isolated from Bacillus subtilis (foreign DNA insert), the bacteria used in the lab to make a genomic library?

If not, why would I only have 11 colonies that were only white?
