Problem: The correct way to distribute a portion of the grant the state will receive is by looking at the areas that are most affected by substance abuse, it is important to understand that this grant wont resolve or magically get rid of the issue, but there has to be a start on how to minimize substance abuse numbers and lower them as much as we can to see a difference and continue to keep the community healthy. The three major cities with this issue will be receiving help not equally, the portion of the grant will be divided focusing on who has the highest numbers of people abusing substances, which will be Detroit, followed by Warren City and lastly Grand Rapids City. The amount each city will receive will be used directly for improvements and helping people suffering from substance abuse. Detroit will receive the highest amount of $5000.
