Procurement of the construction product as in UK developed from the 16th and 17th centuries, where clients organized craftsman and laborers via a ‘Master craftsman’, to the ‘master builder’ (Cubiti et al circa 1850) in the early 19th century. This socio or political and cultural development has had significant effect on the present UK procurement systems. Though for all the signification of procurement systems the UK remains as least efficient (half as good as the best) in Europe. Procurement systems have changed extremely, due to changes in concept on risk apportionment, economic costs and in the UK due to Government led reports and initiatives example: Egan report and PFI initiative. Though surprisingly; efficiency has not enhanced.
Perhaps the UK must examine the procurement systems of other counties to see if they encompass anything to tell us!"
