Problem: This is my main concern with relying on the use of policy papers to disseminate information directly to the public. They are a great tool for officials and intermediaries (such as newsrooms) who use the background information to create summaries and persuasive arguments. But in terms of actually using the paper itself to communicate to the public, history has shown that the public in general has little tolerance for actual research on their own. Including reading government documents.
