The concept of the Blue Code of Silence is most strongly encapsulated in the scene depicting Officer Bud White standing before the chief of police and district attorney declaring that he will not testify against any officer involved in the "Bloody Christmas" melee. Officer White's dedication to the code is costly, as it earns him a suspension from duty. Officer White accepts his punishment, as the alternative would be far more expensive for him in terms of respect and inclusion among his peers. The mere fact that the chief of police felt it necessary to hold such a conference prior to indictments being issued is an indication that the code is strongly adhered to within his organization.
The Blue Code of Silence rears its head again in the scene in which Sergeant Ed Exley enthusiastically agrees to violate the code during his own interview with the chief and district attorney about the same incident. Sergeant Exley acknowledges that the code exists when he opines that his fellow officers "think silence and integrity are the same thing." Later, when Sergeant Exley is admonished by Captain Dudley Smith that his conduct will cause him to be despised within the department, Sergeant Exley brushes it off, letting Captain Smith know that he is prepared for it. The seen juxtaposes two opposing reactions when officers are confronted with the Blue Code of Silence.
