Because it was the fourth nation in the world to legalize homosexual marriage, Canada can be considered one of the forerunners in the fight for LGBT rights. It took a lot of years, a number of debates, and a large amount of pressure from the general public before Bill C-38, also known as the Civil Marriage Act, was tabled in 2005. "The binding of two people in law to the exclusion of all other potential partners". The measure formalizes for the first time in Canadian law a definition of marriage, expanding on the pre-existing common-law concept of civil marriage as an institution that is only open to heterosexual couples.
