Urea is more water-soluble than uric acid (an almost insoluble substance). Urea is also more toxic. Both though are less toxic than ammonia.
Some invertebrates, chondrichthian fishes, adult amphibians and mammals are ureotelic. Reptiles, birds and most arthropods are uricotelic.
