Problem:
The public administrator will build upon the two challenges identified below by addressing leadership and ethical behaviors.
Challenges of Political Responsiveness:
Challenges created by political responsiveness of government agencies, like the U.S. Department of Commerce, include developing a sound policy for hiring and retaining competent workers and setting budgets for specific jobs or projects. The challenge of developing sound hiring policies comes from the many regulations related to hiring of minorities and people of different backgrounds, particularly when those groups are under-represented in various fields or occupations. Choi (2010) suggests that government regulatory and distributive agencies (like the Department of Commerce) have dramatically lower levels of racial and ethnic diversity.
Propose two ethical concerns that management may need to address. Create the context in which such concerns may or may not be ethical in nature. Provide a rationale for your response. Note: In this question, the student focuses at the two challenges and address if and how the challenges may raise any ethical issues within and outside of the agency.
Analyze the overall manner in which organizational structure impacts organizational ethics. Select a public agency or non-profit organization in which the challenges may not be considered unethical. Provide a rationale for your response.
Use the Inventory of Public Management Skills Management to construct a self-evaluation. Assess your level of development in each of the skills. Discuss two to three activities that would affect your ability as a leader to address ethical issues discussed. You should focus on on how his/her evaluation may negatively affect his/her ability to lead the organization when faced with ethical issues.
Discuss two to three strategies you will implement to become an effective public administrator.
Include at least four peer-reviewed references or academic resources (no more than five years old) from material outside the textbook.
