Problem:
The challenge of providing a safety net provision for citizens is one role of the government, where one citizen may experience a hardship but is able to recover and again contribute socially. However, this provision of the government is replete with challenges from those who contend citizens should "work harder" or "want to work" to other groups who argue everyone needs help sometimes. Due to the gulf in perspectives related to the humane mechanism best suited to ensure all citizens are protected (i.e. those who need services and taxpayers who must pay for them), the U.S. Social Security Administration faces challenges in determining appropriate actions. Describe the difference between a social insurance program and a means-tested program.
