Assignment task:

Question 1: Identify other ethical principles that are relevant to the posted example and provide specific rationale to explain.

Question 2: Assess the stakes for the public if these codes of ethics are not faithfully applied by the policymakers and administrators. What could the impacts be for attaining effective and equitable policy outcomes?

I have chosen the ASPA principle to "...strengthen social equity; treat all persons with fairness, justice, and equality and respect individual differences, rights, and freedoms. Promote affirmative action and other initiatives to reduce unfairness, injustice and inequality in society..." (American Society for Public Administration, 2024). The related policy issue I chose to review is Executive Order 14091 - Further Advancing Racial Equity and Support for Underserved Communities Through the Federal Government, Section 5. Delivering Equitable Outcomes in Partnership with Underserved Communities (Biden, 2023).

This ethical principal is directly related to this issue because the order acknowledges the inequalities faced by underserved communities related to their ability to provide input on the federal policies and programs that affect them (Biden, 2023). The order mandates agencies to identify ways to increase engagement through culturally and linguistically relevant means and to identify and address barriers to meaningful participation for individuals with disabilities and older adults when developing and implementing Equity Action Plans, annual budgets and funding opportunities (Biden, 2023). This example presents a top-down approach to ethical considerations by mandating agencies to be inclusive, accountable and responsive to the needs of the individuals who rely on federal benefits and public programs by allowing opportunities for historically underserved populations to have a voice in services that directly affect their lives.
