As with most things the UN puts out, all of these counter terrorism recommendations are so broad in scope that they essentially say nothing at all. With that being said, there will be major challenges to improving information sharing. The recommendation is made for an informal group of UN counterterrorism stakeholders to meet once or twice a year to exchange information. This is too infrequent to have much real effect on counterterrorism efforts and will almost certainly morph into another useless roundtable discussion about very broad strategies that result in no real operations or programs. In regards to intelligence sharing in the field, the recommendation is made to create an online handbook where all counterterrorism information and resources will be available. The challenge with this will be the continued updating and maintenance of the webpage. There is so much information available and it is constantly changing. Being able to trust that the information posted is current and relevant will be an issue. A fundamental problem with information sharing boils down large quantities of information and small amounts of time. Counterterrorism professionals operating in the field know this and thus they often concern themselves less with widespread dissemination and more with tight need to know channels.
