As the first director of the TVA, Arthur E. Morgan attempted, among other things, to provide cheap hydroelectric power as well as create a self-sufficient Appalachia. Similarly, the Highlander Folk School sought "to conserve and enrich the indigenous cultural values of the mountains" while at the same time "educate rural and industrial leaders for a new social order" (Salstrom 81). Were these mutually exclusive goals? Was/is it possible to preserve certain aspects of a culture while instituting systems, projects, and policies that seek to transform or "modernize" them?
