Article 1 - State Responsibility
The laws on state responsibility are derived from state practices and various other customs and practices. However the main text on the law of state responsibility is the "Draft Article on State Responsibility" drafted by the International Law Commission (ILC).
Article 1. Whenever a wrongful act is done the state is responsible and not liable. Both are different from each other. Liability means those things which it has to do to correct the wrong whereas once it is held responsible for a violation of international laws.
