Areas of internal systems and technology

Given that the question of closed and open systems is more of a continuum than a yes/no question, do you think that more closed systems are better capable to assess and enhance their effectiveness in areas of internal systems and technology than more open systems are? i.e., are open systems doomed to be so pre-engaged with keeping up with alters in their environment that they can never join with anything long enough to get extremely, very good at it? Please give an example to illustrate your point
