Problem:
The executive branch plays a key role in appointing leaders for the nation's fiscal matters. The President appoints the IRS Commissioner, who oversees IRS divisions and support functions. Danny Werfel is the current Commissioner of Internal Revenue. He works with Deputy Commissioner Douglas O'Donnell, overseeing specialized units, including appeals and the taxpayer advocate service. The IRS adjusts its policies, often quadrennially, based on changing initiatives from the executive branch. Reflecting the appointed President's economic agenda can lead to drastically fluctuating outcomes. Depending on the agenda, corporations or lower-income communities may benefit or struggle in significant ways based on these changes. The Legislative Branch, specifically Congress, sets tax rates and structures the tax code. This political entity also decides how much funding the agency receives to perform its duties, controlling the allotted IRS budget. Reflected annually in the IRS Data Book, these records have been available since the 1966 Freedom of Information Act, which gives the right to access federal agency records. This report includes revenue collection, tax refunds, taxpayer relief, and workforce details. In Fiscal Year 2023, the IRS collected nearly $4.7 trillion in gross taxes. Aligned next to U.S. Treasury Department and Federal Reserve, the IRS is one of the most critical organization in the U.S. financial system.
