The ultimate goal for healthcare systems is to contribute to improving population's health but this ultimate goal can only be achieved if healthcare systems are performing well. Analyzing the performance of healthcare systems is therefore an essential competency for public health practitioners and managers for them to be able to identify parts of the health system that need to be strengthened. Existing literature on health system frameworks and empirical studies on its performance demonstrates that, strengthening health systems to improve their performance is a means for achieving health system goals. For assessment 1, therefore, you are required to assess the overall health system performance of one country from the provided list. Your tasks for the assignment include;
1. Choose one country (United States of America, New Zealand, United Kingdom, Switzerland, Sweden and Canada) for your assessment and explain at least three reasons for your selection.
2. Using the WHO building block framework, describe the health system of the country which you have selected. Your description should address the following:
- The goals (overall and intermediary) that the country is pursuing in its efforts to improve the population's health.
- The functions of the health system which should include stewardship (governance and leadership), generating human and physical resources, service delivery and financing.
3. Using the Universal Health Coverage concept and framework, analyze performance of the health system for the country which you selected by addressing;
- The overall health system performance.=
- Dimensions of health system performance - equity, quality, responsiveness, efficiency, accountability and resilience.
4. Discuss the factors which are facilitating or limiting the performance of the health system in your selected countries. Consider the political context, economic context and social context of your selected country.
5. Recommend actions that the government should take to improve the performance of its health system and outline implications that may follow if government does not take action.
The word limit for this assessment is 3500 words. Your final report should include the following headings:-
1. Title page
2. Table of contents
3. Abstract/Executive Summary (What is your report about?)
4. Introduction or background for the report (What is the context for your report?)
5. How is the healthcare system organized in the country which you have selected?
6. Health System performance- would you consider the health system in your selected country as, "well performing" or not?
7. Influencing factors - what are the factors that are influencing the health system performance in that country?
8. Conclusion should address the following questions -
What needs to be done to improve the performance of the health system of that country? Based on your analysis above, provide at least three recommendations.
What will be the implications on the performance of the health system and the overall population's health if the government does not implement the recommendations proposed in your report? Provide at least three implications.
