As a strategic planner for a public governmental organization implementing a quality management plan of action, compose an assessment that addresses the following points:
1. Analyze the challenges of implementing the concept of business total quality management within a government agency, and then briefly describe the top five recurring challenges.
2. Examine the differences and similarities between business and government agencies.
3. Predict why specific approaches and concepts that may work in one agency may not work in another agency. Provide examples to justify your position.
4. Recommend processes to instill a culture of quality management within an organization.
