After Hurricane Katrina, criticism directed at DHS claimed that the Department should actually prepare for all possible kinds of hazards and not just terrorist attacks (remember - it's mission was broadened to "all-hazards" before Katrina happened). Counter arguments were that such a broadening of the mission would dilute counter-terrorism efforts. Given limited (and shrinking) resources, which way do you think the Department should go? How do we protect against all-hazards if you decide DHS should focus on terrorism?
