DUTIES:
This full-time, permanent position is located at the Michael E. DeBakey VA Medical Center in Houston, Texas, in the Operative Care Line. (Organ Transplant).
The incumbent serves as the Administrator for the Transplant Program, which falls under the direction of the Operative Care Line (OCL). The incumbent assists with all aspects of the administrative management of the Transplant Program budgeting/finance and contract management, and continuous quality improvement. Reviews, analyzes, and interprets incoming requests, recommends appropriate action or suggests appropriate alternatives based on knowledge of internal operations, agency policies, budgetary constraints and work priorities. Provides for the overall administrative management for the Transplant Program.
In addition, there are substantial reporting requirements and administrative demands. Data is continuously reported to appropriate local and national authorities (including VA Headquarters and United Network of Organ Sharing (UNOS) regarding staffing, patient status, and outcomes. Major duties include, but are not limited to:
• Reviews, analyses, and interprets incoming request, recommends appropriate action or suggests appropriate alternatives based on knowledge of internal operation, agency policies, budgetary constraints and work priorities.
• Ensures that the program adheres to reporting requirements at all levels.
• Develops status reports or response material for review or signature.
• Responsible for assuring that all clinical staff are approved for and maintain proper credentials from UNOS and CORE.
• Represents and speaks on behalf of the Transplant Program at designated meetings; reflects the views and consensus of the program to other service lines/programs, outside agencies, and visitors when appropriate.
• Interprets Decision Support System (DSS) outputs and analyses and appropriateness of inputs to assure accurate productivity data.
• Provides oversight for and assures that the time-keeping process is maintained in the OCL according to VHA guidelines.
• Performs program cost analysis and economic evaluations of Transplant programs. Conducts cost-effectiveness studies for clinical or administrative programs.
• Manages and documents lodging requests. Ensures accuracy of lodging invoices and corresponding patient evaluation visits.
• Develops policies and memorandums on current transplant-related issues for senior management.
• Participates on appropriate Medical Center Committees, task groups, etc... for planning, problem -solving, program development, etc.
• Manages procurement and contracting for the Transplant Program.
• Provides advice to management and staff on contracting and procurement policies and issues.
• Assists in developing programs that benefit Transplant and OCL operations.
