A series of questionnaire for Delphi were mailed to the selected experts who meet the criteria that mention in above. The overall purpose of the Delphi technique was to achieve the most dependable consensus of a group of selected experts, regarding the proposed guideline for leadership among the secondary school students. The questionnaire consisted of three rounds. The researcher did not offer chance for experts to recognize each other in an effort to reduce the biased effect of dominant individuals and irrelevant communication.
The first round questionnaire was twelve open -ended questions. This questionnaire was focused on the main four research question of this study, which includes need, skills, resource and curriculum for the development of leadership among student. The research attaches this questionnaire in the appendix used as the information for each expert to think about before answering each item.
The first round questionnaire was divided in to mainly two parts. The first part was about the experts' personal data, namely, education, place of graduation, experience in education field, current position. The second part was about the proposed guideline for developing student leadership in secondary schools. the second part of the questionnaire which Delphi techniques was utilized about the guideline for developing the student leadership. The guideline had covered the proposed needs, skills, required resource and curriculum goals. The researcher offered in this round the planned guideline by providing spaces for each expert to add or remove the items provided. Data acquired in this round was evaluated and summarized for developing second round.
