A quality engineer had observed some of sample data points fell below the LCL of the C chart and thought the process was out of control.
He stopped the production line but could not find anything wrong. As a result, he decided to remove those data points and reestablish new control limits.
Afterwards, he found all sample data points (excluding those had been removed) fell within the UCL and LCL.
He reported his action to the plant manager who then rewarded him with a "continuous quality improvement" award.
Comment on both the engineer's action and the plant manger's action.
