A chemical plant produces a process wastewater that contains a relatively high concentration of a small number of nontoxic organic compounds, but very low concentrations of solids or salts. It has no odor. A junior engineer suggests that it could be used to flush toilets and rinse process vessels before being treated for discharge into the municipal sewer system. Because there are few restrooms in the plant, the cost of plumbing would be relatively small. Give one reason why this should be considered by management and one reason why it should not be considered.
