It is the Kernel process which creates rooms for the incoming pages, through swapping the memory pages which are not the part of the working set of a process. Page-Stealer is created through the Kernel at the system invokes and initialization it throughout the lifetime of the system. Kernel locks a region if a process faults on a page in the region, enhance page stealer can’t steal the page that is being faulted in.
