What would you do to hire a good PR firm?

I have first hired someone internally to manage the firm then afterwards I hire the PR firm. I try to do 70% of the work internally. This way the internal people are always busy, even when it is slow. I then out source any overflow work with the help of an outside agency. I have used them to help speed up our policy, and to help with event strategy.
