Jumper is a metal bridge which closes the electrical circuit. Normally, a jumper comprises of the plastic plug which fits over the pair of protruding pins. Sometimes jumpers are used for configuring the expansion boards. By keeping the jumper plug over a various set of the pins, you may alter the parameters of board.
