Generally, the body either makes the lactase enzyme for whole life or it gradually decreases production of lactase enzyme with age. The food habit has nothing to do with it. Sometimes, due to some disease, drugs or damage to the small intestine can also affect production of  lactase enzyme which is sometimes temporary or permanently.

If an individual has not taken lactose products for a long time period, the flora in the colon might switch over to the fermenting and cause the anaerobic breakdown of sugar into alcohol causes acidity and other gastric disorders. Sometimes, lactose goes undigested and absorb water into the intestines which causes diarrhea in some cases.
