Glucagon principally acts on the liver. While Insulin mostly acts on all cells. They both also act upon the adipose tissue respectively stimulating (glucagon) and inhibiting (insulin) the use of fatty acids in the energetic metabolism (an alternate path of the energetic metabolism is activated when there is shortage of glucose).
