Specular reflection is when the reflection is stronger in one viewing direction that is, there is a bright spot termed as a specular highlight. This is readily apparent on the shiny surfaces. For an ideal reflector, like a mirror, the angle of incidence equivalents the angle of the specular reflection.
Light is reflected mostly in the direction of the reflected ray and is attenuated by the amount dependent on the physical properties of surface. As the light reflected from the surface is mostly in the direction of reflected ray the position of the observer finds out the perceived illumination of surface.
