Restoring file after deleting from recycle bin

Question

if someone have deleted a file from recycle bin but want to employ that file how can he restore that file? He has already used system restore for the similar but the file could not be restored?

There are two solutions which are following:

1. Restore from last back.

2. User Recycler folder. Start-->RUN-->type c:recycler --> type FTYPE
