How is it described that a person with the spinal cord sectioned at the cervical level is still capable to execute the patellar reflex?

The arch reflex based only on the integrity of fibers at a single spinal level. In arch reflex, the motor response to the stimulus is involuntary and automatic and does not depend on the passage of information to the brain. Therefore it happens even when the spinal cord is damaged at other levels.
