In addition to these organizations, there are various groups for coordinating the Internet for different regions of the world. Organizations of ISPs such as the North American Network Operators Group (NANOG). So there is no single organization any more than the ITU was or is in-charge of all the world's telephone systems. Although there are many times more ISPs than telephone companies. Different protocols are developed outside the IETF. For example, the web standards are developed by the W3C (World Wide Web Consortium).
Is all of this politics important to you? The answer is a definite YES. Whether or not you ever need to attend a standards meeting, it is important to be able to understand why the standards being offered have the form they do. What economic interests do they serve? Prior to the advent of networks, the common wisdom was that the telephone system was determined solely by good engineering. Once there was another way to look at it, it was plain that it was constructed partly on good engineering and partly to serve the economic interests of the telephone companies. The beneficiaries have changed but little else. We still see the phone companies trying to find ways to create "walled gardens" in which they can lock in customers; we see vendors trying to lock in customers and erect barriers to competition. A word of warning: This is a fairly cynical view. Don't make the mistake of believing that the people advocating these self-serving positions are necessarily being cynical. Often they truly believe that this is the only right way to build it.
Vendors insist they only build what their customers want. Customers complain that they can only buy what is offered. Standards are especially difficult for customers and users. The topics being discussed in standards are at the edge of the vendors planning horizon but are generally outside the planning horizon of customers corporations. By the time they are above the horizon the standards will have been in most cases fixed. However, it is crucial that customers ensure that they get what they need rather than what vendors want to sel l them.
