The neurula phase is characterized by the look of the neural tube beside the dorsal area of the embryo. The progress of mesoderm in that area induces the separation of ectodermal cells just above. These cells then differentiate creating the neural tube. So the source of the nervous system is ectoderm (the similar germ layer which gives birth to the skin).
