a) This decomposes the problem of building a network to more manageable components. Instead than implementing a monolithic piece of software does everything implement some layers, each of which resolves one part of the problem.

b) It gives more modular design. To add up some new service, it is adequate to modify the functionality at one layer, reusing the functions given at all other layers.
