Single user is assigned to a partition for the period of a transaction. Assignment of partitions resumes along with the first insert within a new transaction. The user holds the lock, and thus partition, till the transaction ends.
For this purpose, if you are inserting a great deal of data, you must batch it in separate jobs, each in its own transaction.
