Seek time is the time necessitated to move the disk arm to the necessitated track. Rotational delay or latency is the time it acquires for the beginning of the necessitated sector to reach the head. Sum of seek time (or if any) and latency is the access time. Time taken to really transfer a span of data is transfer time.
