Anoxia is a condition in which there is no accessible oxygen in the cell. Without oxygen the respiratory chain stops, there is no ATP production, the cell does not get energy and dies.
Anoxia can be caused, for case in point, by pulmonary insufficiency (that is, drowning, extensive pulmonary injuries and so on), by obstructions, halts and deficiencies in tissue circulation (that is, atherosclerosis of the coronary arteries which irrigate the tourniquets, myocardium, heart arrest), by hemolysis (that is, lysis of red blood cell) or hemoglobin diseases (that is, anemias, fetal erythroblastosis) and so on.
